今天,广东省人民政府在这里隆重举行2005广东国际旅游文化节旅游招商会,中外旅游界、工商企业界和经营界的朋友们欢聚一堂,共续友情,畅谈合作与发展。在此,我谨代表广东省对外贸易经济合作厅,向出席本次盛会的嘉宾朋友们表示热烈的欢迎!向长期以来关心、支持广东对外经济贸易发展的朋友们,表示衷心的感谢!
借此机会,我愿向在座的各位简要介绍广东对外经济贸易,区域经济合作和旅游业发展的简要情况以及优良的投资营商环境,希望有助于增进大家对广东的了解,进一步推进广东与各地的商贸、旅游等方面的合作与交流,促进互利合作,实现共同的发展。
广东省位于中国大陆的最南端,濒临南海,毗邻港澳,陆地面积约18万平方公里,常住人口8300多万,是中国最早和最重要的对外通商口岸之一。中国历史上著名的海上丝绸之路,就是从广东开始的。广东是中国改革开放的先行地区和综合实力最强的省份之一,中国大陆实行改革开放27年来,广东经济社会发展取得了令人瞩目的成就。全省生产总值以年均13.4%的速度增长。经济总量居于中国大陆各省区市的首位。2004年,广东实现生产总值近2000亿美元,占中国大陆的1/9。今年以来,广东经济继续保持良好的发展势头,1到9月份,全省完成生产总值1700多亿美元,比上年同期增长12.3%。今日的广东,经济繁荣,社会稳定,人民安居乐业,是当今中国最具经济活力和投资吸引力的地区之一。
广东是中国对外经济贸易最发达的省份。27年来,广东积极参与国际经济竞争与合作,不断提高对外开放的水平。目前,已经与世界200多个国家和地区建立了贸易往来,有120多个国家和地区的企业到广东投资。世界500强企业已经有160多家在广东投资设立了近500家子公司或者分支机构,外商投资企业在广东投资设立了250多家研发中心、采购中心和地区总部。2004年全省进出口贸易总值3571亿美元,占全国的1/3,连续19年居中国大陆各省区市第一。自2000年底至2004年底,广东累计实际吸收外商直接投资1505亿美元,占全国的1/4以上。已在80多个国家和地区设立非金融类企业1400多家, 重点发展境外加工贸易、合作开发资源和承包工程。
2005年,广东的对外经济贸易又有了新的发展。1到10月,全省实现进出口贸易总值达3407亿美元,增长19.7%。其中,出口1883亿美元,增长25.4%;进口1523亿美元,增长13.4%。全省新签外商直接投资合同金额181亿美元,增长22.6%;实际使用外资金额101亿美元,增长16.4%。全省新批准的境外企业有78家,协议投资总额2.7亿美元;新签境外承包工程和劳务合作合同金额26.4亿美元,增长90%;完成营业额20亿美元,增长91%。
广东是中国最重要的制造业基地之一,现有的电子信息、电器机械、石油化工、汽车、医药、造纸、纺织服装、食品饮料、建筑材料等九大支柱产业,物流、会展等现代服务业迅速地发展,产业体系较为完善,产业配套能力强。全省初步形成了电子信息、家电等企业群、产业群,80%以上的手机部件、90%以上的计算机零部件、100%的彩电部件都可以在区内配套,成为世界知名的加工制造和出口基地,是国际资本和产业转移的首选地之一。
广东,是中国最有活力的市场之一,目前,全省人民生活水平基本达到小康水平。居民消费能力强。2004年全省金融机构存款余额占全国的1/8,社会消费品的零售总额占全国的1/9,人均生产总值达2381美元。庞大的制造业和蒸蒸日上的服务业又进一步带动强大的市场需求。无论是中小企业,还是跨国集团,都能在广东找到市场,找到发展的机会。
广东是中国投资营商环境最优良的地区之一,基础设施配套完善,交通便捷,通讯发达,通关便利。以省会广州为中心的海陆空交通运输四通八达。今年年底,高速公路通车里程为3000公里,到2010年,将达到5000公里。2004年,全省营运铁路为1860公里,未来十年将新修2160公里。全省有对外开放口岸141个,与世界130多个国家和地区的1100多个港口通航。2004年,全省港口货物吞吐量为6.3亿吨。集装箱为2255万标箱。到2010年,将分别达到12亿吨和5600万标箱。广东有6大民用机场,是中国大陆机场分布密度最高的地区。广州白云国际机场是中国三大航空枢纽港之一。2004年,全省发电装机容量为4262万千瓦。2010年,将达到8000多万千瓦。核电装机容量2004年为376万千瓦,未来10多年将会达到2000多万千瓦。移动电话用户、固定电话用户和国际互联网用户数量分别占中国的1/7、1/10和1/6。
当前,广东已进入了全面建设小康社会、加快推进现代化的新阶段。按照我省的规划,2010年,全省人均生产总值比2000年翻一番,约为3500美元。2020年,全省人均生产总值比2010年再翻一番,将达到7000美元。全省建成小康社会,在中国大陆,率先基本实现现代化。为实现这个目标,我们将进一步地扩大对外开放,继续改善投资环境,积极吸收外资,大力发展高新技术产业、重化工业、装备制造业、现代服务业。同时,不断地推进投资营商环境建设,坚持依法治省、依法行政,按照世贸组织的规则办事,依法保护外来投资者的合法权益。不断地健全多元化、多层次的中介服务体系。努力为国内外投资者贸易营商营造良好的政策环境、政府环境、法律环境、市场环境和生活环境。
女士们、先生们、朋友们:在这里,我要特别向各位介绍粤港澳和“泛珠三角”区域合作发展的情况。中国实行改革开放政策以来,特别是CEPA实施以来,粤港澳三地已经形成了制造业和服务业优势互补、相互促进、联动发展的区域。当前,粤港澳三地正进一步加强合作,努力将“大珠三角”建设成为世界上最繁荣、最具活力的经济中心之一。与此同时,广东积极推动包括粤港澳和我国华南地区的福建、江西、湖南、广西、海南、四川、贵州、云南等八省区在内的“泛珠三角”区域合作与发展。“泛珠三角”区域面积达200万平方公里,人口4.5亿,生产总值达6300多亿美元。“泛珠三角”区域的产业差距明显,经济互补性强,发展潜力巨大。去年以来,“泛珠三角”各省区联合举办了两届区域合作与发展论坛和区域经济合作洽谈会,取得了丰硕的成果,展示了广阔的发展前景。随着粤港澳和“泛珠三角”区域合作的深入推进,广东的发展空间和腹地大大地拓展,将为各国工商企业界带来更多的贸易投资机会。
女士们,先生们,朋友们,广东不仅经济发达,旅游事业也蒸蒸日上。多年来,广东旅游业的各项主要指标一直居全国首位。2004年,广东的国内外游客超过1亿人,人次。全省旅游收入达到208亿美元,约占全国的1/10。综合实力的不断增强,人民生活水平的不断提高,旅游消费热点正在加速地形成。广东是国内外旅游的主要目的地和客源地。广东历史文化悠久,名胜古迹众多,民俗风情独具特色,自然旅游资源丰富,旅游基础设施完善配套,旅游的全套产品吸引力不断增强。现代旅游经济发展迅速,尤其是粤北山区和东西两翼,旅游开发潜力巨大。粤港澳“大珠三角”特色旅游的国际知名度不断地扩大,“泛珠三角”旅游合作加快地推进,区域旅游品牌逐步地形成。广东旅游的发展空间宽广,这为各国的投资者带来了无限的商机和广阔的发展前景。为加强和扩大广东和世界各地的商贸、旅游等合作与交流。这次招商会,我们推出了旅游行业及相关产业的100个重点合作项目。全省各市也准备了一批合作项目。我们热忱地欢迎海内外投资者、旅游商到广东投资发展商贸旅游业及相关的产业。欢迎海内外客商在投资我省珠三角地区的同时,踊跃到粤北山区和东西两翼考察、投资,开发旅游资源,发展旅游业。

Distinguished Guests, Ladies and gentlemen,
Today, The Guangdong Provincial People’s Government is hosting the Tourism Promotion Conference of the 2005 Guangdong International Tourism and Culture Festival. Friends from the domestic as well as foreign tourism sector, industrial, commercial sector, enterprises and management are gathered here to renew old friendship and discuss future cooperation and development. Here, on behalf of the Department of Foreign Trade and Economic Cooperation of Guangdong Province, I would like to extend our warm welcome to distinguished friends attending this conference. I would also like to express our sincere appreciation for friends who have always shown their interest and support for Guangdong’s foreign trade and economic development.
Taking this opportunity, I would like to give you a brief introduction to the status quo of Guangdong’s foreign trade and economy, regional economic cooperation and development of tourism as well as its excellent environment for investment and business operation. I hope my presentation will serve to better your understanding of Guangdong, further promote the cooperation and exchanges between Guangdong and the rest of the world in commerce, trade and tourism, enhance mutual benefit and cooperation so as to achieve common development.
Guangdong Province lies in the southernmost of China’s mainland, by the South China Sea and adjacent to Hong Kong and Macau. It covers a land area of 180,000 square kilometres, with a regular population of 830 millions. Guangdong was one of China’s earliest and most important trade ports. The renowned “silk road on the sea” in Chinese history started from Guangdong. Guangdong was a pioneer of China’s reform and opening up, as well as one of the provinces with the greatest comprehensive strength. In the past 27 years since China’s reform and opening up, Guangdong has attained remarkable achievements in its economic and social development. Its GDP has increased at an average annual rate of 13.4%, making the province number 1 among all the provinces, autonomous regions and municipalities directly under the central government in terms of its economic aggregates. In 2004, Guangdong realized a total output of about 200 billion USD, which accounted for 1/9 of the total in China’s mainland. Since the beginning of this year, Guangdong has maintained the momentum of economic growth. From January to September, the province has realized a total output of over 170 billion USD, representing a 12.3% increase compared with the same period of last year. Today’s Guangdong boasts economic prosperity, social stability. People in Guangdong enjoy a happy and well-to-do life. Guangdong is now one of the most economically vibrant regions in China with the greatest attraction for foreign investment.
Guangdong is a province with most advanced foreign trade and economy in China. In the past 27 years, Guangdong has taken an active part in global economic competition and cooperation, and has constantly improved its level of openness. At present, Guangdong has established trade relations with more than 200 countries and regions. Over 120 countries and regions have come to invest in Guangdong. More than 160 out of the Fortune 500 companies have invested in Guangdong and have set nearly 500 subsidiaries or branches. Besides, foreign-funded enterprises have invested in and established over 250 R&D centres, procurement centres or regions headquarters. In 2004, total import and export trade volume in Guangdong Province reached 357.1 billion USD, accounting for 1/3 of the national total, making the province top among all provinces, autonomous regions and municipalities directly under the central government for 19 consecutive years. From the end of 2000 to the end of 2004, Guangdong had absorbed a total of 150.5 billion USD worth of foreign direct investment, accounting for 1/4 of that of the whole nation. Up to now, Guangdong has established over 1400 non-financial enterprises in over 80 countries and regions, with a focus on overseas processing trade, joint development of resources and contractual projects.
The year 2005 has seen new development in Guangdong’s foreign trade and economy. Form January to October, the whole province had realized a total import and export volume of 340.7 billion USD, an increase of 19.7%. Among this total volume, export reached 188.3 billion USD, increasing by 25.4%, import reached 152.3 billion USD, an increase of 13.4%. Contractual value of newly signed foreign direct investment projects reached 18.1 billion USD, increasing by 22.6%. Actual utilization of foreign investment stood at 10.1 billion USD, representing an increase of 16.4%. Newly approved foreign-funded enterprises reached 78, with a total contractual investment reaching 270 million USD. Newly signed overseas contracted projects and labour cooperation projects realized a contractual value of 264 million USD, increasing by 90%. Completed sales volume reached 2 billion USD, an increase of 91%.
Guangdong is one of China’s most important manufacturing bases. The current electronic information, electronic machinery, petrochemical industry, automobile, medicine and pharmaceutics, paper making, textile and garment, food and beverage and construction materials form the nine pillar industries of the province. Logistics, conference and exhibition, together with other modern service industries are developing rapidly. Guangdong boasts a relatively perfect industrial structure and strong industrial supporting capabilities. The whole province has moderately formed the enterprises clusters and industrial clusters of electronic information, household electric appliances and so other. Over 80% of mobile phone parts, over 90% of computer parts and 100% of colour TV sets parts can all be sourced in this region, making it a world-known manufacturing base as well as an export base. It has become a top choice for international capital and industrial transfer.
Guangdong is one of the most dynamic markets in China. At present, people’s living standard in this province has moderately reached the level of a well-to-do society. Consumption capability of the people is strong. In 2004, personal saving balance in financial institutions throughout the province accounted for 1/8 of the national total. Total retail volume of social consumer goods accounted for 1/9 of the national total. Average GDP reached 2381 USD. The huge manufacturing sector and the prospering service industries have furthered fuelled market demand. Small and medium-sized enterprises and multinational corporations alike can find a ready market and development opportunities in Guangdong.
Guangdong is one of the regions in China with the best environment for investment and business operation. It boasts complete infrastructure, convenient transportation, advanced communication, and easy customs clearance. A transportation network with the provincial capital Guangzhou as the centre combines sea, land and air transportation covers all parts of the country. Up to the end of this year, expressways have reached 3000 kilometres. By 2010, there will have been 5000 kilometres of expressways. In 2004, total railways in operation in Guangdong reached 1860 kilometres. In the next ten years, another 2160 kilometres of railways will be constructed. At present 141 ports in Guangdong were opened to the outside world, providing direct ocean routes to more than 1100 ports in 130 countries and regions across the world. In 2004, total cargo handling capacity in all the ports in Guangdong reached 630 million tons, with 22.55 million TEUs. By 2010, the handling capacity and cargos will have reached 1.2 billion tons and 56 million TEUs respectively. With 6 huge civil airports, Guangdong boasts the highest density of airport distribution. Guangzhou Baiyun International Airport is one of the three largest aviation hubs in China. In 2004, total installed capacity of electricity in Guangdong reached 42.62 million kilowatts. By 2010, it will have further grown to over 80 million kilowatts. Installed capacity of nuclear power in 2004 stood at 3.76 million kilowatts. In the next ten years, it will grow to 20 million kilowatts. The numbers of mobile phone subscribers, fixed phone subscribers and Internet subscribers respectively accounts for 1/7, 1/10 and 1/6 of the national total.
At present, Guangdong has entered a new phase of building a well-to-do society and speeding up modernization. According to the master plan of our province, by 2010, average GDP in Guangdong will have doubled the 2000 amount to stand at 3500 USD. By 2020, average GDP in Guangdong will have double the 2010 amount to reach 7000 USD. At that time, the whole province will have been turned into a well-to-do society and be the first in China’s mainland to achieve moderate modernization. To achieve this goal, we shall open wider to the outside world, keep improving the investment environment, actively absorb foreign funds, and strive to develop high-tech industries, heavy chemical industries, equipment manufacturing industry and modern service industry. At the same time, we shall continue to advance the development of investment and operation environment, govern the province by law and administer by law. We shall abide by the rules and regulations of the WTO, and protect the lawful rights of foreign investors. We shall continue to improve the multi-sector and multi-level intermediary service system. We shall spare no efforts to foster for domestic as well as foreign investors and traders a favourable policy environment, administration environment, legal environment, market environment and living environment.
Ladies and Gentlemen, friends, here I would like to especially introduce to you the regional cooperation development of Guangdong-Hong Kong-Macau and the Pan Pearl River Delta. Since the China’s implementation of reform and opening up policy, especially the implementation of CEPA, Guangdong, Hong Kong SAR and Macau SAR have formed a complimentary, supportive and interactive region for manufacturing industry and service industry. Currently, Guangdong, Hong Kong and Macau are furthering their cooperation to build the Greater Peal River Delta into one of world’s most prosperous and dynamic economic centres. Meanwhile, Guangdong is actively promoting the regional cooperation and development of Guangdong, Hong Kong and Macau with the Pan Pearl River Delta region which consists of 8 provinces and autonomous regions, namely Fujian, Jiangxi, Hunan, Guangxi, Hainan, Sichuan, Guizhou, and Yunnan. The Pan Peal River Delta Region covers an area of 2 million square kilometres, has a population of 450 million and a GDP worth over 630 billion USD. Provinces and autonomous regions within the Pan Pearl River Delta Region have distinctive gaps of industrial development, strong complementarities and great potential for economic development. Since last year, provinces and autonomous regions in the Pan Pearl River Delta Region have jointly held two Regional Cooperation and Development Forums and Regional Economic Cooperation Fairs, which achieved fruitful results and demonstrated a bright development prospect. With the furtherance and advancement of the regional cooperation between Guangdong, Hong Kong, Macau and the Pan Pearl River Delta, Guangdong’s scope of development and its hinterland will be greatly expanded, which will bring more trade and investment opportunities to industry and commerce sectors and enterprises all over the world.
Ladies and gentlemen, friends, Guangdong not only enjoys economic prosperity, but also boasts flourishing tourism. For many years, key indicators of Guangdong’s tourism have been top in the nation. In 2004, the number of domestic and foreign tourists to Guangdong exceeded 100 million and the revenues from tourism of the whole province reached 20.8 billion USD, accounting for about 1/10 of the national total. With the improvement of the comprehensive strength and people’s living standard, hotspots of tourism consumption are rapidly taking shape. Guangdong is a main destination of both domestic and foreign tourists as well as a major home of tourists. It boasts a long history, many places of historic interests, distinct customs and culture, abundant natural resources for tourism as well as complete tourism infrastructure and facilities. Its complete packages of tourism products are becoming more and more attractive. Modern tourism economy is developing rapidly. The mountainous area of North Guangdong and the eastern and western wings of the province, in particular, enjoy great potential for tourism development. The feature tours of the Greater Pearl River Delta consisting Guangdong, Hong Kong and Macau are getting increasingly known to the whole world, while tourism cooperation within the Pan Pearl River Delta is being accelerated, gradually forming its own regional tourism brands. Guangdong tourism enjoys large room for future development, which brings enormous opportunities and grand prospects for investors all over the world. To strengthen and expand cooperation and exchanges between Guangdong and the rest of the world in areas such as commerce, trade and tourism, we have launched 100 key cooperation programmes of or related to the tourism industry. Various cities in Guangdong have also prepared their own cooperation programmes. We warmly invite domestic and overseas investors and tourist service providers to invest in Guangdong and operate tourism and related businesses here. At the same time, we would also like to invite you to North Guangdong and the eastern and western wings of our province to explore and make investments, to develop the tourism resources and grow the tourism industry.
Ladies and gentlemen, friends, Guangdong in the new century boasts infinite business opportunities and a grand prospect for commerce and tourism. We sincerely welcome domestic and overseas friends from tourism and business sectors to Guangdong for visit, exploration, sightseeing, business talks, trade, investment and business development together we shall create a better future for all.
