我十分高兴来参加今天这个圆桌会议,让我有机会跟商务部的领导同志和各位嘉宾就中国零售业的开放和发展这个主题进行交流和沟通。深圳这个采购大会呀,到今年已经开了三届了,我都参加了。三年来我的感觉呢,这个采购大会呀,是正在以深圳速度快速地增长,成长,快速地成长。第一届采购大会展览面积只有两万六平方米,买手就两千多人。到这一届呢,面积达到了四万平方米,整个高交会的展馆都用上了。出席的买手已经发展到三万多人,展会的吸引力和效果可见一斑。特别是今天的这个圆桌会议呀,我看比三年前我们第一次开的时候规模也大了,来的嘉宾也多了。商务部张部长也亲自参加我们这次会议,可以说是高朋满座。我相信咱们这个主题的交流和沟通一定能够取得成果。
采购大会能够快速成长起来,除了得到中央有关部门的重视之外,在全国各兄弟省区市的大力支持以及深圳市的辛勤努力之外,一个重要原因之一就是咱们这个展会,顺应了当今零售业发展的潮流,迎合了广大采购商和供应商的需求,给国内外的厂商和大型零售商搭建起了一个直接见面,集中采购这样一个平台。让大家有机会创造长期稳定的战略联盟关系。生产厂商在这里寻找自己新的市场空间,零售商则通过大会能够找到稳定的优质的低成本的供应商。并且通过相互的深入交流,对进一步沟通感情,增进友谊,加强合作,共同提高都会起很好的作用。这一点咱们从第一届开始我们就预计会有这么一个好效果。所以从采购大会规模的高速增长和取得的实际效果来看,当初的选择,就是选择在咱们广东深圳来举办这样的采购大会也是正确的。应该说,达到了预期的目的。
广大零售商之所以把广东作为主要采购的基地,我觉得主要有这么几条因素。一是广东经济实力强,基础比较雄厚,又毗邻港澳,接壤东盟,联系全世界,区位优势明显。在华南地区形成了一个良好的采购环境。改革开放二十多年来,广东经济保持年均增长13.4%这样的速度在快速增长。到去年我们生产总值达到了13626亿,占全国经济总量的1/9。现在广东仍然是全国经济总量最大发展最快的省份之一。我们预计今年要超过15000亿,大概本届政府任期届满的07年我们就可以提前三年翻两番,再翻一番,比2000年再翻一番。可以说这是咱们采购大会成长的一个基础。
第二个因素就是广东是我国重要的制造业基地。拥有一个由40多万个工业企业组成的庞大的制造业体系。能够提供国内外各种市场需要的产品。目前已经形成电子信息,电气机械,石油化工,汽车,医药,造纸,纺织服装,食品饮料,建筑材料等九大支柱产业。珠江三角洲地区还形成了一些比如电子信息,纺织轻工,家具家电等一批产业集群,成为了世界知名的加工制造和出口基地。
第三个因素是广东本身是一个中国市场容量最大的省份。一方面由于制造业的高速发展形成了一个巨大的生产资料市场和零部件的市场。另一方面由于居民收入稳定提高,同时也形成了一个巨大的消费品市场。2003年全省城镇居民的人均可支配收入是12380元人民币,大概折合将近1500美元。全省的消费品零售总额达到了5587亿元,占全国的1/8。世界一些著名的零售企业,象沃尔玛,家乐福,麦得龙,吉之岛,百安居,欧倍德,宜家等都纷纷进入到我们广东,推动了广东现代流通业的发展。广东又是一个外向型经济发达的大省,跟国外的市场联系比较密切。2003年我们全省出口总额达到了1529亿美元,占全国出口总额的35%,特别是每年两届的广交会,还有深圳的高交会等著名的品牌展会,影响都很大,带动的作用也很强。
第四个因素就是广东是中国投资环境最好的地区之一。20多年来,广东进行了大规模的交通,通信,电力等基础设施的建设,全省累计完成的固定资产投资超过了30000亿元,仅去年我们投资总额就达到了将近5000亿人民币,极大地改善了经济发展的基础条件。广东还是全国海陆空现代化交通网络最发达的省份之一。港口码头的泊位就有3168个,跟世界130多个国家和地区的1100多个港口通航。8月份起用的这个广州新机场,是我们国家的三大枢纽机场之一。现在也正在开展航空快递的这个……等一批物流业务。多年来,广东坚持依法治省的方针,除了依照国家法律之外,我们还结合实际制定了一批地方性的法规和规章,逐步建立起了比较健全的涉外经济法规体系,切实保障外来贸易商和投资者的合法权益,大力地整顿和规范市场秩序。为各方的客商提供公平竞争有序的市场经济环境。
消费是拉动国民经济增长的重要力量。近年来我国零售业不断增长。2003年,全国社会消费品零售总额达到40000多亿,比上年增长了8.8%。但是我们也觉得在迅速发展的同时,在观念认识,企业规模,业态结构,营销方式,跨国经营,新技术应用以及制度创新等方面,包括我们广东省在内啊,都与发达国家有比较大的差距。要弥补这些方面的缺陷,简单地依靠封闭起来自我发展是不可能的。要实现我国商业和物流业的跨越式发展,扩大零售业对外开放是一个必然的选择。通过引进外资零售企业能够对国内零售企业产生示范效应,有助于引进国外的先进管理模式,技术手段,营销方式和经营服务理念,提高我国零售企业的核心竞争力。可以使国外企业更大范围地直接接触到我国的产品,增加我国产品进入全球采购网的机制,机率,有利于扩大出口。可以推动政府对零售业的管理水平的提高,促进我国零售业管理走向规范化制度化。
随着全国全方位的对外开放格局逐步形成,特别是我国加入世贸组织之后,广东的对外开放也进入了一个新的历史时期。广东省委省政府也一向十分重视零售业的改革开放与发展,把它作为加快发展现代服务业,发展第三产业,调整优化产业结构的重要内容。我们遵照我国加入世贸组织以后,对零售业领域开放方面所作出的承诺,按照中央的有关部署,结合广东的实际,从服务于经济社会发展的全局,有重点有步骤,积极稳妥的在推进零售业的对外开放。一是认真地制定和实施零售业发展和对外开放的规划,优化结构。二是加快零售业发展以及零售业对外开放方面的立法工作。三是强化管理,重点是对企业实施专业管理、规范管理和加以引导,建立相关的管理制度。四是通过合资形式加快引进国外先进零售企业,进一步做大做强现有的大型零售企业。五是积极推动零售业实施走出去的探索和试点。六是进一步整顿和规范市场经济秩序,为零售业的发展创造良好的环境。
深圳是中国最早的经济特区,一直是中国对外开放的窗口,发挥了重要的作用,创造了许多成功的经验。深圳的零售业开放和发展是成功的,随着沃尔玛,家乐福,吉之岛,百安居,宜家,欧倍德,迪卡侬等一大批外资商业的陆续进入,深圳本地商业企业也快速成长。比如,华润万家,新一佳,人人乐,民润,铜锣湾,百佳,天虹和茂业等。全市已经有十五家零售企业进入了全国连锁百强,我相信,随着改革的不断深入,对外开放的新格局的出现和形成,深圳的零售业将进一步健康发展。
各位领导,各位朋友,改革开放以来,广东作为全国改革开放综合试验区,得改革开放之先,在邓小平理论和三个代表重要思想指引下,大胆实践,勇于探索,经济社会发生了翻天覆地的变化。从原来一个经济比较落后的农业省份,发展成为一个比较发达的经济大省,经济社会发展的水平跃居全国前列。我们已经打下了比较好的基础。展望未来,我们也面临一系列机遇和挑战。我们已经确定了奋斗目标。到2010年,全省人均GDP要超过3450美元。也就是说,比2000年要翻一番。到2020年,人均GDP超过7000美元,也就是说,再翻一番。全省全面建成小康社会,率先基本实现社会主义现代化的奋斗目标。为此,我们省必须更加主动地适应经济全球化时代潮流,以更加积极的姿态在更大范围,更广领域,更高层次上扩大包括零售业在内的对外开放。放眼南粤大地,今日的广东投资环境优良,产业配套能力强,市场容量大,发展前景广阔,商机无限。我们诚挚地欢迎来自世界各地和国内各地的采购商,利用参加本次采购大会和连锁业展会的这个机会,到广东各地看看,更深入地了解广东,发展广东,来广东发展。谢谢大家。

Vice Minister Zhang Zhigang, distinguished guests, ladies and gentleman,
I am honored to attend today’s roundtable which gives me the opportunity to meet with officials from the Ministry of Commerce and other guests to exchange opinions on the opening up and development of China’s retail sector. I have attended 3 sessions of the Shenzhen Consumer Goods Procurement Fair, and I have seen that this fair is growing rapidly at the speed of Shenzhen’s economic development. The 1stfair covered a floor space of only 26,000 square meters, with about 2000 buyers attending. The current fair now occupies 30,000 square meters, taking up all the exhibition halls for the Hi-tech Fair. The number of buyers now has totaled more than 40,000 which shows the attraction and effective results of the fair. The round table meeting today is of a much larger scale than 3 years ago, with more guests attending. Minister Zhang from the Ministry of Commerce is present at the meeting; and there are so many honorable friends also present today. I believe great achievement will be made in the exchanging of opinions on our issue today.
The fair is growing at such a high speed, not only because it is paid much attention to by the central government, strongly supported by various provinces, autonomous regions and municipalities directly under the central government across the nation, and given painstaking efforts from Shenzhen, but also because this fair grows along the development trend of modern retail business. It meets the needs of the suppliers and buyers, offers a platform for manufacturers and retailers to get to know each other and do business intensively. This fair helps us to establish a long-term and stable strategic partnership. Manufacturers explore new markets in the fair and retailers look for suppliers providing low-cost quality goods. They communicate and better understand each other, thus strengthening friendship, promoting cooperation and mutual benefits. We have expected that this fair should achieve such results ever since the first session. The fair has developed at a very high speed and achieved good results. In this way I think it is appropriate to hold this fair in Shenzhen, for our expectations have been fulfilled.
I think retailers take Guangdong as their sourcing base out of the following reasons. First, Guangdong boasts great economic strength and solid foundation. It lies adjacent to Hong Kong and Macau, neighboring ASEAN countries and linking the rest of the world. The location of Guangdong Province brings much opportunity for its future development. The good sourcing environment in South China has taken shape. Since the reform and opening up, during the past two decades, Guangdong’s economy has maintained an average annual growth rate of 13.4%. The total industrial output has reached 1362.6 billion Yuan, accounting for 1/9 of the national economic aggregate. Guangdong is still one of provinces which boast the fastest development in terms of economic aggregate. It is predicted that the industrial output will exceed 1500 billion Yuan this year. By 2007, when the government finishes this term of office, the industrial output will double comparing with that of the year 2000, three years ahead of our plan. These figures demonstrate the foundation for the growth of the fair.
Second, Guangdong is the base for the manufacturing industry. It boasts a large manufacturing system, which consists of more than 400,000 manufacturing enterprises which provides commodities for all kinds of markets in China and abroad. There are now nine pillar industries including electronic information, electric machinery, petrochemical industry, automobile, pharmaceutics, paper-making, textile, food and beverage, and building materials. In the region of the Pearl River Delta, there have emerged some industrial clusters in the fields of information technology, textile, light industry, furniture and household appliance. This region has become a world-famous manufacturing and export base.
Third, Guangdong is the largest market in China. The rapid development of the manufacturing industry naturally provides a huge market of production materials and spare parts. Additionally, with the steady growth of residents’ income, there is a large consumer goods market. In 2003, the per capita disposable income of the urban residents in the whole province totaled 12,380 Yuan, equivalent to 1,500 USD. The retail volume of consumer goods in Guangdong reached 558.7 billion Yuan, accounting for 1/8 of the total volume of the country. A number of renowned retail enterprises are exploring new markets in Guangdong, including Wal-Mart, Carrefour, Metro, Jusco, B&Q, OBI and IKEA. These enterprises have largely improved the development of modern retail business in Guangdong. Guangdong is also an export-oriented province, with a flourishing economy, which has close ties with foreign markets. In 2003, the export volume amounted to 152.9 billion USD, accounting for 35% of the national volume. The Chinese Export Commodities Fair, held twice a year in Guangzhou, together with the Hi-tech Fair in Shenzhen, have great influence in the world and can largely accelerate the economic development of the province.
Fourth, Guangdong is one of the regions which boast the best investment environment in China. For the past two decades, Guangdong has conducted large scale infrastructure construction in transportation, telecommunication and electricity. The accumulated investment in fixed assets exceeded 30,000 Yuan. Last year alone, we have invested approximately 500 billion Yuan to improve the infrastructure for economic development. Guangdong is also one of the provinces which have the most advanced transportation network. There are 3,168 berths in our ports. Routes are operated to more than 1100 ports in about 130 countries. The new Guangzhou Airport opened in August is one of the three key airports in China. We are also providing logistics services like air express. For the past years, Guangdong Government has adhered to the principle of governing the province by law, abide by relevant state laws and regulations, and has implemented some local rules and regulations. We have established a rather complete legal system in terms of foreign business. This legal system ensures foreign investors and traders’ legitimate rights, and helps to create a market economy environment for fair competition.
Consumption is a driving force of the growth of the national economy. In recent years, China’s retail business has witnessed a stable growth. In 2003, the retail volume of social consumer goods totaled 4,000 billion Yuan, increasing 8.8% over the previous year. However, while we enjoy such rapid development, there is a large gap between Guangdong and developed countries in terms of concept, scale of enterprises, industrial structure, marketing methods, transnational management, application of new technologies, and institutional innovation. We have to remedy this unfavorable situation. Obviously this cannot be achieved by cutting ourselves off from the outside world. To achieve leaping-forward development in commerce and logistics, opening up the retail sector is a necessary and inevitable solution. Foreign retail enterprises operating in China will serve as a model to the domestic retailers. It will also bring into China the advanced management pattern, technological methods, and marketing and service concept, thus raising the core competitiveness of domestic retail enterprises. Meanwhile, the foreign enterprises can have direct access to our products in a large range. In this way the possibility that our products might be integrated into the global sourcing net will largely increase; and export can be promoted. At the same time, it will help to improve the government’s management ability in retail business, promote standardized and institutionalized management for the retail business.
As the comprehensive opening up pattern has taken shape, especially after China’s accession into the WTO, Guangdong’s opening up has entered a historic stage. The Guangdong government always places great importance on the reform and opening up of the retail sector. It aims at promoting modern tertiary industry, optimizing the industrial structure. With China’s accession into the WTO, China is willing to fulfill our commitment in opening up the retail business. We will carry on the deployment of the central government by taking into consideration the reality of Guangdong Province. With the willingness to serve the comprehensive economic and social development we will actively promote stable and steady opening up of the retail business. Firstly, we shall implement and carry out the programs aiming at developing and opening up the retail business and optimizing the industrial structure. Secondly, we shall carry out legislation work on retail business development and opening up. Thirdly, we shall improve specialized management on companies, and establish management principles. Fourthly, we shall speed up absorption of foreign retail enterprises to set up joint ventures in China, so that Chinese retail companies can be developed to a larger scale. Fifthly, we shall encourage the retail sector to go global. Sixthly, we shall further rectify the market economic order and create a favorable environment for the development of the retail business.
Shenzhen is the first special economic zone in China, and has always been the showcase of China’s reform and opening up. It has played a significant role in promoting economic development, and boasts a lot of experience in creating economic miracles. The opening up and development of Shenzhen’s retail business is rather successful. Wal-Mart, Carrefour, Jusco, B&Q, IKEA, OBI, Decathlon and many other foreign enterprises has come to China. At the same time, Shenzhen’s local enterprises have been enjoying rapid development, such as CR Vanguard, A.Best, Ren Ren Le, Min Run, Causeway Bay, Parknshop, Tian Hong, and Moi. Fifteen local retail enterprises in Shenzhen now rank among China’s top 100 retail enterprises. With the furtherance of reform and the formation of the opening up pattern, I believe Shenzhen will enjoy sound development in the retail business.
Distinguished guests, ladies and gentlemen, since the reform and opening up, Guangdong province, the trial base for China’s reform and opening up, has greatly benefited from this policy. Under the guidance of Deng Xiaoping Theory and important thoughts of the “three representatives”, Guangdong province has made economic strides and the society has undergone great changes. It was then an economically underdeveloped province which focused on the development of agriculture; now it is remarkably developed in terms of economy which ranks among the top in the country. We have laid a solid foundation for future development. However, we are faced with both opportunities and challenge. We have set our goals. By 2010, Guangdong’s per capita GDP will exceed 3450 USD, doubling the 2000 figure. By 2020, the per capita GDP will reach 7000 USD, doubling the 2010 figure. A moderately well-off society will by then be built up in the whole province, fundamentally realizing the goal of socialist modernization. To realize this goal, we must take initiative in adapting ourselves to economic globalization. We should be more active in opening up the retain business to a larger scale and a higher level. This province now enjoys a favorable investment environment, great industrial supporting and market capacities, significant potential and vast business opportunities. We warmly welcome guests from all around the world who attend this procurement fair and the convention of retail business. I’ m sure this is the opportunity for you to get a better understanding of Guangdong and you are also welcome for a visit around Guangdong, and seeking future development here. Thank you!
