The Software Industry in the Development of Guangdong Province
We believe that the protection of intellectual property rights and particularly copyright is essential to continued innovation and to the development of a robust IT economy including confidence in e-commerce and related services. //
On June 27, 2000, the State Council issued Document 18, which contains a number of steps to help develop the local software and semiconductor industries. // We are very happy to see Chapter 10, which concerns the protection of intellectual property rights; Article 33 clarifies that use of software by any entity is illegal while Article 34 requires a collection of key government enforcement offices to kick off joint anti-software piracy enforcement campaigns on a regular basis. // While the issuance of this document is a boost to IPR protection, it is even more important for the government to come up with concrete steps that it will take to realize the terms of the Document, including tougher penalties and stronger remedies against piracy. //
It is important to realize that protection of intellectual property rights does not only benefit foreign copyright holders, it is even more important for domestic software companies. // A research office under the Ministry of Information Industry and ChinaComputerworldmagazine recently carried out a joint study of the domestic software industry in China and found that a poll of 80 or so local companies interviewed for the study found that software piracy, including corporate end user piracy, is the number one barrier to the development of the Chinese software industry. // We continue to believe that it is important for the government and private companies to team up in a joint effort to educate the public about the harm that software piracy and other types of piracy does to the Chinese economy every year. It is imperative to carry out widespread and sustained public education campaigns against software piracy. //

我们相信,保护知识产权、尤其是版权,对于蓬勃兴起的信息技术经济的发展与革新来说至关重要,同时对于建立民众对电子商务和其他服务的信心来说也是十分必要的。//
2000年7月27日,中国国务院发布了第18号文件,其中包含诸多关于协助开发本土软件和半导体行业和步骤。// 我们很高兴的看到其中第十章节是有关知识产权保护的,其中第33条款明确表示:任何单位在其计算机系统中不得使用未经授权许可的软件;第34款亦要求关键性的政府执法部门定期合作开展反对软件盗版的活动。// 诚然,这份文件的出台对于知识产权的保护无疑起到了促进作用,但是更为重要的是,政府应当制定具体的步骤来兑现该18号文的条款内容,包括针对盗版总是制定更为严厉的惩罚措施、以及更为有力的补救措施等。//

The enterprises that the 19 Advisors work for, except Ernst & Young International, which is the second largest CPA firm in the world and has never taken part in the Fortune 500 ranking, are all well-known multinational companies that rank among the top of the Fortune 500. The annual total income of the 18 enterprises exceeded 843 billion US dollars, with an average of more than 46.8 billion US dollars worth of business volume for each of them. // These enterprises are in the leading position of their individual business fields in the whole world. Besides, Fraunhofer-Gesellschaft of Germany is a world famous institute of engineering. The University of Oxford is also an internationally renowned higher learning institution. //
