Journalist from Business Week:This is actually what China has been practicing for years and we really appreciate that. To me, the word in the spotlight is cooperation. Mr. Liang, please tell me more on how this fair has translated this word into real action.
国家工信部官员：中博会向来重视合作，既包括国内合作，也包括境外合作。中国国内有很多中小企业，但是发展不平衡，理念不先进，而且我们的中小企业文化还不够浓厚。
Journalist from Business Week:Is the Chinese government, say the Ministry of Industry and Information Technology, providing any preferential policies or measures in helping grow SMEs in China?
国家工信部官员：当然，工信部出台了一系列辅助和支持中小企业发展的政策，国家也在税收等方面给予便利。商务部和贸促会还会定期组织中小企业出国参展考察。
Journalist from Business Week:Business Week did a special report on SMEs in China, through which we find that they are gonna be a powerhouse in the world. But some issues do remain, like the vicious competition from time to time.
国家工信部官员：在中小企业发展上，确实有一些地方保护主义色彩，排挤外来企业，只看眼前利益。我们要鼓励竞争，尤其是正当途径的竞争。否则这样搞下去，只能是两败俱伤。
Journalist from Business Week:Can you enlighten me with a few cases of cooperation between domestic SMEs in this fair?
国家工信部官员：比如说甘草企业吧。目前野生甘草资源逐渐枯竭，而新疆有家公司拥有大面积的甘草基地，它和我国中部地区的一家企业合作，解决了物流和分销的问题，否则资源再丰富也没用，没人买啊。
Journalist from Business Week:Sharing each other’s resources for the benefits of both.
国家工信部官员：国内市场合作的空间还非常大，各省市也非常重视，像去年广东省和重庆市的中小企业主管部门就签署了粤渝中小企业合作发展框架协议。而且现在合作的方式也更加多样化，我们也在不断学习其他国家的经验。
Journalist from Business Week:That’s a great move. You mentioned learning from international experiences, then what about international cooperation? I noticed that each year, SME Fair would be having a special session in collaboration with another country. And this year you have the concurrent China-Spain SME Fair.
国家工信部官员：对，今年我们与西班牙工业旅游贸易部共同主办了“中西中小企业博览会”，西班牙的参展企业以服务业企业居多，展示了西班牙的一些主导产品。
Journalist from Business Week:When did you start to have this idea, I mean, having another country of honor for promotion and cooperation?
国家工信部官员：从第二届中博会起，我们加强了与世界各国在中小企业方面的合作，先后邀请了法国，意大利，日本和韩国共同办展。
Journalist from Business Week:It’s a very smart notion which draws the attention and resources of SMEs in these countries and focuses on their specific strength. Is America in the queuing line?
国家工信部官员：当然，我们也希望尽快与美国政府相关部门达成一致，举办中美中小企业博览会。明年第七届的共同主办方是澳大利亚。
Journalist from Business Week:I do hope America is right following Australia. There are 20 million SMEs in the U.S. and 42 million in China, accounting for 99% of the total number of enterprises in both countries.
国家工信部官员：中美两国的差异性和互补性决定了中美中小企业具有巨大的合作潜力。两国政府积极鼓励和提倡两国中小企业加强合作，近年来推出不少举措，旨在推进两国中小企业合作。
Journalist from Business Week:We’ve already seen the result of these positive measures. By the way, you mentioned just now that MOFCOM and CCPIT are responsible for organizing some SME delegations to other countries. Is there an organization under MIIT over this?
国家工信部官员：工信部主要由中小企业对外合作协调中心来负责。
Journalist from Business Week:Alright. Back to the fair. I am amazed at the diversity of visitors and buyers who are interested in this fair. Can you say something about that?
国家工信部官员：每年的博览会都能吸引众多境内外客商、跨国零售集团、国内大型流通企业、大型连锁超市集团、购物中心、百货公司、各类战略投资商以及高等院校、科研院所、有关投融资机构和中介服务组织。
Journalist from Business Week:Wow, this great variety of participants shows the great vitality of SMEs in China and abroad as well as their capacity in different fields.
国家工信部官员：中小企业可以在方方面面发挥重要的作用，就像中博会一样，“小中见大，博览天下”。

Official from MIIT:It’s fine. I’m sure you’ve already known our theme, which is “Furthering cooperation against crisis, Generating mutual benefits for common development”. It’s the theme for CISMEF, but also for China and world economic growth.
《商业周刊》记者：近年来中国就是这样做的，我们也很欣赏。我最关注的是合作，梁先生，能否请您谈谈这届中博会是如何将合作付诸实践的？
Official from MIIT:Cooperation is on top of the fair’s agenda, covering both domestic and offshore cooperation. Though we have many SMEs in China, their development is unbalanced and corporate philosophy outdated. Furthermore, our SME culture is still weak.
《商业周刊》记者：中国政府，比如工信部，有没给中小企业的发展提供什么优惠政策或措施？
Official from MIIT:Sure we have. MIIT has issued a series of policies supporting SME development and our government has granted them tax incentives as well. MOFCOM and CCPIT regularly organize SME missions for overseas visits.
《商业周刊》记者：《商业周刊》做过一篇中国中小企业的特别报导，认为它们会成为世界经济发展的引擎。不过还是有些问题，比如时而出现的恶性竞争。
Official from MIIT:There are cases of local protectionism in developing SMEs, featured by squeezing out non-local enterprises and only eyeing for short-sighted gains. We encourage competition, especially justified ones. Otherwise it will be a losers’ game.
《商业周刊》记者：您能举几个关于国内中小企业在博览会上开展合作的例子吗？
Official from MIIT:Liquorice enterprise, for instance. Wild liquirice resources are exhausting over time. A company in Xinjiang has a large acreage of liquorice base and it cooperates with another SME in central China, thus solving issues in logistics and distribution. Otherwise no one is interested in that, no matter how rich the resources are.
《商业周刊》记者：共享资源，互利双赢。
Official from MIIT:There’s still great potential for domestic cooperation and provinces and municipalities in China all value that. Last year, government authorities on SME development in Guangdong Province and the city of Chongqing signed the Framework Agreement on SME Cooperation and Development between Guangdong and Chongqing. Our cooperation is taking varied forms as well. And we keep learning from other countries.
《商业周刊》记者：这步棋走得很对。刚才您提到向国外学习经验，能否谈谈国际合作？我发现中博会每年都邀请一个国家共同举办展览，今年就同时举行了中西中小企业博览会。
Official from MIIT:Yes, we organized the China-Spain SME Fair together with the Ministry of Industry, Tourism and Trade in Spain. Spanish exhibitors are mainly from service sector, showing their pillar products.
《商业周刊》记者：邀请另一个主题国来进行推广和合作，什么时候有这个想法的？
Official from MIIT:Starting from the 2ndCISMEF, we stepped up efforts in cooperating with other countries in SME by inviting France, Italy, Japan and Korea successively as co-organizers.
《商业周刊》记者：这个想法很不错，能够吸引这些国家中小企业的关注和资源，发挥它们的优势。会考虑和美国共办吗？
Official from MIIT:Sure. We hope to reach consensus with U.S. government to have Sino-U.S. SME Expo. Next year we are working with Australia in our 7thsession.
《商业周刊》记者：真希望澳大利亚之后就轮到美国了。美国有2000万中小企业，中国有4200万，分别占两国企业总数的99%。
Official from MIIT:Difference and complementarity in our two countries predetermines the great potential in SME cooperation. Both governments encourage and advocate closer cooperation between SMEs by issuing measures in recent years to foster better ties.
《商业周刊》记者：这些积极政策的成效已是有目共睹了。刚才您说商务部和贸促会负责组织中小企业代表团出国考察，那么工信部有没下属机构负责相关事宜？
Official from MIIT:It falls under the responsibility of CCBCC, or China Center for Business Cooperation and Coordination.
《商业周刊》记者：好，再看看博览会。这次展会吸引了各类感兴趣的访客和买家，让我很吃惊。能不能具体介绍一下？
Official from MIIT:Every year, we are attracting the presence of Chinese and international businesses, multinational retail groups, large-sized domestic distribution companies, large-sized supermarket chains, shopping malls, department stores, strategic investors of all sorts, colleges and universities, research institutes, investment and financing institutions and intermediary agents.
《商业周刊》记者：哇，这么多的参与者，既体现中国和世界中小企业的强大活力，也展示了它们在不同领域的实力。
Official from MIIT:SMEs can play fundamental roles in all aspects. They are like this fair—from a small venue, you can have the whole world.
